A border full of perennial weed roots will be a border full of weeds again by midsummer, however neat it looks now. We dig through and lift the roots out as we go. It is slower than a surface tidy and it is the only version that lasts.

Mulch is a layer of bark, compost or wood chip laid over the soil. It blocks light so weed seeds cannot get going, holds moisture in through dry spells, and feeds the soil as it breaks down. It is the least work for the most benefit in any border.
Mulch needs to go on thick enough to block light, but kept back from plant stems and shrub trunks, which rot if buried. A hand's depth across the open soil with a clear collar around each plant is the balance we work to.

Spring is the usual time, once the soil has warmed but before weeds get going. Autumn works too and protects plant roots through winter. The one rule is to mulch damp soil, never dry, because mulch holds in whatever moisture is already there.
Composted bark and wood chip for shrub borders, well rotted compost where you want to feed the soil as well as suppress weeds. The choice depends on the planting and the look you want. We will talk it through when we quote.
It stops most of them. Weed seeds blowing in will still germinate on top of the mulch, but they root shallowly and pull out with a finger. What mulch really stops is the constant supply of seedlings coming up from the soil beneath.
